Environmental Resources Group, LLC (ERG) provided compliance services for American Gas and Oil, Inc. to obtain the closure of a Part 213 leaking underground storage tank (LUST) site (Facility # 00004863) in Grant, Michigan. The services provided by ERG include soil, groundwater, and soil gas sampling, risk assessment, and site closure.

Two releases, C-0880-94 and C-0982-94, were discovered in 1994. Release (C-0880-94) was discovered on August 15, 1994 as odorous soils were discovered through investigative drilling prior to the installation of a new tank. Release (C-0880-94) was discovered on September 2, 1994 and was also discovered at the Site through odors. The released substances were gasoline, kerosene, and diesel from the historic USTs. Immediately following the UST releases, the two diesel tanks and one kerosene tank were emptied, and 290 cubic yards of impacted soil was removed from the Site.

The Initial Assessment Report (IAR) was submitted to the MDEQ in October 1994 and the FAR in September 1996 by a separate environmental consulting firm. The FAR outlined the Corrective Action section which included free product removal, if present, and regular performance monitoring. In August 1996, LNAPL was discovered in one of the on-site wells. Through regular monitoring and manual bailing of LNAPL, approximately 80 gallons of product were removed from the site during the following year. 

From 1994 through 2015, separate environmental consultants performed product recovery and investigation activities without site closure. In September 2015, ERG was acquired by the client as the qualified consultant to determine the current status of the site and determine if the site was eligible for closure. After retainment, ERG conducted a total of five groundwater sampling events and associated free product checks; conducted two soil borings within the former UST basin; and installed and sampled one soil gas monitoring point near the corner of the on-site building.

In October 2015, a release (C-0168-15) was reported at the property south adjacent of the Grant Amoco property (Facility # 0038408). This new adjacent LUST had to be incorporated into the Conceptual Site Model (CSM) for Grant Amoco and hydrogeological conditions considered when separating the two releases in pursuant of closure.

With the extents of soil impact determined from the 1994 releases; a demonstration of a dissolved plume of hydrocarbons stemming from an unrelated release; and the elimination of the VI pathway, ERG determined that the remaining open pathways at the site included Drinking Water Protection, Groundwater Surface Water Interface Protection, Drinking Water, and Groundwater Surface Water Interface. To eliminate these potential exposure pathways, ERG prepared a restrictive covenant that prohibits, “The construction and use of wells or other devices on the Property to extract groundwater for consumption, irrigation, or any other purpose…”

In April 2019, ERG submitted a Closure Report to EGLE demonstrating that there were no longer risks with the 1994 releases at the site. On July 24, 2019, the site was officially closed.
